im in need of a open source program like

it will be runing on win xp pro 32 bit
just wondering if anyone knows of somethink like this but free?
i could do with it being an exe program with a built in webserver

ive seen quite a few around but they seem to be a file shareing based
but i need it to be a none shareing ,with disk quota ,
any information or links would be great thank you
