For your OC levels a top performing air cooler would be sufficient provided you have good air circulation in your rig...

You need a decent motherboard, decent ram, cpu cooler [my choice- hyper 212+/nice for price/perf] to attain a nice overclock..

Good air flow is important, as most aftermarket heatsinks are designed to blow directly out the case. This is great for the cpu, but not so great for circuitry around the cpu socket and the motherboard in general. Main reason is the stock cooler is designed to blow around the socket, adding active cooling to the mobo as well. Just keep an eye on temps and you should be ok, spot cooling always works for 15 bucks if need be.

As 55range suggested, go with the Hyper 212+, and a good Cooler Master HAF series case. If you can add a bottom fan blowing in, that would help.
