So yeah,I bought a Q9550 recently turn's out to be a C1 Chips, meh.I put it all in apply thermal and use my TUNIQ Tower 120mm and seat it correctly (I used AC5).So these are my temps:

Core 0:43
Core 1:39
Core 2:26
core 3:29

I'm wondering if it normal?Yes I tired reseating it my heat sink and re-applying thermal paste no use....

What are the temps at 100% CPU load?

The temps seem fine. The only thing that looks strange to me is the difference in temps between core 3 and 0.

It might be normal if there are a couple background tasks running. Checking the temps at maximum CPU load would help. If the same difference exists, then something definitely is wrong.

Im looking at core 0 and core 2. Wow 17* spread. Thats 17C or 62.6F difference.
You either have something running or the chip has a problem. Try Prime95 on small and see if temps hold close at 100% load.

A 17°C difference is a 30.6°F difference.

Yeah on loads temps have like 10-15 degree difference it still a high difference, just asking is it normal? Will affect the cpu performance or it only the heat?

A difference of 10-15 °C isn't normal, but Core 2 certainly is lower than expected at idle. Higher temps should only affect the heat, but what are the temps on load? I'd be worried about Core 0, which seems to be the hottest, if it's very hot.

Prime 95 my core 0 only goes up to 50 degrees

Then you certainly don't have to worry about overheat.

I've read a lot of threads in which the 45nm C2Q's have sensors that will not drop below a certain temperature. My Q9650 has this phenomenon for two cores that will not drop below 38°C. Usually, once the actual temp exceeds the minimum temp the readings will rise as normal.

For example, on my C2Q I might see temps like 38-38-25-24. When I stress test, cores 1 & 2 will stay put until all cores go into the 40's.

Do you see this kind of behavior? If so, your sensors are stuck. Real Temp has a built in utility that can check for stuck sensors BTW.
