Think of Pixel Shader as a program, and your graphics card is too old to run it. Any graphics card running on AGP should be replaced. The Geforce 4 series is 7-8 years old. It shouldn't be any surprise that a modern game won't run on your system.

upgrade your gpu or get a new build

you probably need new psu as well
