Dell dimension 2400 with sparkle 9400

hey i have been trying to install and use a Sparkle 9400 graphics card and for some reason the computer claims i don't have the resources to run the thing. does anyone know how to solve a code 12 problem?

Well is the card PCI, or PCIe? Because you might not have enough power, the Dell comes with 250W right?

PCI and i know it doesn't need power the main issue is that i can install it, but i got a code twelve error which said i didn't have the resources to run the card and that something else was using it. now all i get is a black screen.
