is 60c idle too hot for an ocd gpu?

depend on your GPu Card type ! for safely see max temp.
Many type VGA make different temperature . generally max temp for safe 80C when fullload for game, play Blueray etc

It's a little warm for a GPU at idle, but not alarmingly hot. What is more important is how hot it gets under load. As long as you are not seeing any artifacts, or experiencing other issues, I'd say you are fine.
It would also be helpful to know what GPU you have. Perhaps a better case fan might be in order if this GPU does not exhaust outside the case.

Check for dust in gpu vents/case fans..
