CPU fan fails to spin ONLY when CPU power connectors in

no POST beep from mobo. case PC speaker is hooked up but I'm not sure if there's positive/negative on PC speakers, I don't think there is so I never bothered to try and turn it around. also in manual there is nothing about +/- about the jpanel PC speaker hookup.

CPU fan spins only without CPU power cable connected to mobo. you plug CPU power connector in and the CPU does not spin but lights up still.

also no video signal being generated from my graphics cards

the only new parts are core i7 mobo and corei7 processor everything else worked in previous rig

i want to say DOA mobo. what do you think?

We need to know your system specs in order to diagnose. Not to be offensive, but the 8 pin and the 24 pin is in? It might not be a DOA mobo, considering the motherboard light is on, could be the ram not sitting properly.
