Error 1406 installing NTI ver 6

Get error 1406 reinstalling NTI Ver. 6 Tried to install M/S Installer latest version per M/S and it says have version newer on system and won't give over write option. Tried to remove all NTI info in registry and it won't let me take out the last entry. Have all permissions on system, have all updates to XP, SP3. Can't think of any thing else I can do. Can anyone else?
