While I'm aware of this sticky thread: http://www.tomshardware.com/forum/ [...] multiplier, I could not find an answer in it to this problem.

My Asus motherboard's BIOS (Phoenix Award) has a setting called "Enhanced Intel Speedstep Tech" and by default, it's Disabled and left as is. However, CPU-Z reports that my C2D E8200 is not running at the full 2.66GHz (see screenshot below). My question is that if Speedstep is disabled, why is the core speed lower?

CPU-Z does get things wrong, though the E8200 is a relatively old CPU.

Perhaps there's something wrong with the way your motherboard communicates settings, or something wrong with the settings themselves. Ever considered a CMOS reset?

^+1 to CMOS reset

try that first and disable speed step again (i don't know why, it reduces speed to reduce power when idle)

if that doesn't work, try manually setting the cpu multiplier to 8 in your bios

The screen shot shows that SpeedStep is enabled. The "X6" multiplier tells you this.
