I just have two quick questions to ask..

system :
Ati 4870
Phenom II 1055T @ 3.64Ghz
3Gb 2x1gb 2x512gbmb 866mhz
Asus m4a78 Pro am2+

When i don't use my CPU it clocks down to 1040 mhz the multiplier goes from 14x to 4x when the cpu is not getting used.. I have turned of the "Cool n Quiet" what can that be?

I also have a temp question i just tested with Prime95 and after 2 hours running 100% the cpu temp had maxed with 36c can, i checked with all different programs like Coretemp. speedfan. everest. hwmonitor and they all showed the same temp is it posible that they show un-accurate?

Why do you want to disable the throttling back on the cores, produces less heat and noise in the long run saving your system, if it is stable at 1040Mhz that I would say just leave it. If you really want to disable look for I think it is C1E and disable that.

There can be inaccuracies in temp program it would be best to look at the temps in your BIOS and compare them to your temps in windows.

I'm using a NorthQ 3580 .. old water cooling complete pack kit.. artic mx2 thermal paste.

I have disabled Turbo and cool n quiet.. I guess its the C1E then.

Disable it and test again.

It was disabled, So actually "Cool n Quiet, C1E and Turbo" ware all disabled and it still goes down to 4x.. but anyways it works fine haven't had troubles yet. :) I also was wondering CoreTemp shows that TJmax is 90c when i see the CoreTemp for other users with the 1055T it shows 62c.. Strange?

Don't worry about what TJmax shows in CoreTemp. The max for any Phenom II processor is 62c.

Also, there is also a problem with all of the Thuban processors. It will show core temps that are ~10c lower than actual. If you can see your mobo's socket temp with HWMonitor, etc. then use it as a reference. It should be much closer to the actual temp.

Finally, unless you are having problem with BSOD's, I would leave both the CnQ and C1E enabled. Might as well save power and wear on your system!

Yeah alright :D but what does the CnQ actually do?
