Local profiles unavailable loading temp profile

Help please. Windows keeps deleting things on desktop. It says cannot load in local profile so it loads in temporary profile. When I go to user profile-settings-change type, It shows local profile and does not let me check the ok box. Please help and it deletes Outlook Express and all my other icons each morning.

You may have to do a repair install booting from the Windows CD
But I would try running System File Checker from a command prompt:

SFC /scannow
