What have you downloaded?
What have you set FSB to?

If you boot into the BIOS, what options do you see under CPU management or something along them lines? Are you able to change multiplier or FSB?

Your BIOS is locked. Unless you can find the password online, or ring Dell and ask for the password - you're stuck. You need to overclock via the BIOS for the best results, software based CPU overclocking doesn't work that great, and in your situation maybe not at all.
