CPU swap means OS reinstall?

Would swapping a Pentium 4 1.7GHz for a Celeron D 2.66GHz require a complete OS reinstall?

Great!! I just wondered because in another post someone said that whenever you make a major hardware change you should reinstall your OS. Does it make any difference if the computer I want to modify is a Dell? There won't be any restrictions in terms of bios will there?

On brand name computers like a dell the OS will be locked to that motherboard .

You will be able to swap other hardware with no major issues .

If your mb supports the new processor you should be fine

This is a minor hardware change.
