500 ms when connecting to local servers. Whats wrong?

I got this problem recently where I am having 500 ping average to servers all around the U.S (my old average is 25-80 ms).

What i've done...
I've checked for other connections and i've found none.
I reset modem, router and computer many times.
I've did a speed test with my laptop and it got bad speeds as well.
I've set a direct connection from my modem to my computer (bypassing my router) , problem continues.
I've changed router mac address.
I have no programs running nor peer to peer programs.
I've called my ISP (Roadrunner) and they said they have no problems in the area or with the connection between them and my modem.

I'm completely stumped in almost every aspect, the only thing that I can think is wrong is maybe my modem (Motorola) is bad? Please help :(

By the way I'm running on XP and i have cable.

Check with your neighbors and see if they are having problems.
Take your computer to a friends house and see if the problem continues. Take one to your house and see what happens.
this will show if its your line or your computer.
