question i just picked up a new computer for my brother its a compaq it has 250watt power supply with only 15amps on the 12V rail, will this video be able to run on thsi power supply

Do you no the specifications of the PSU? Rails, AMPS etc.

12v rail only has 14amps

My own personal experience tells me that it will probably be OK... until you get into heavy gaming at rather high resolutions. Once the card begins to 'work' harder, it may cause freezing up or computer shutdown problems. Basically, you are a bit under-powered for even that card with a 250W PSU.
