You don't need a 600W PSU for a $500 computer.

Also, the lag you experience will be determined by your internet connection.

Make sure you take advantage of the bundles on newegg also, they will help with you price a lot.

WoW is heavily CPU dependant. A quad core would be a wise investment.

You don't need a quad for WoW. A fast Dual is preferable.

No one said you do need one, but it would help some. Wow does utilize quads unlike some games.

e8400 vs q6600, or q8200, quad wins for multi threaded apps. Price is so close not to consider quad. Besides some people like to run multiple accounts at the same time, then quad owns.
