Cheap and quiet cooling system? Advise plz.

I'm thinking of getting a barebones kit from tigerdirect. Here are the items I plan to purchase.

I have a dvd burner from an older PC that I'll use. So the only thing I think I need is someway to keep the PC cool. Do I get a bunch of fans or do I opt for some kind of heatsink device. I don't know what I'm doing.

All I know is I want something that works, is cheap ($30 - $40 max), and is as quiet as possible. Where should I look? Thank you so much for your help!

Are you going to OC? If not, then you probably don't need anything else, the stock HSF that comes with the CPU should be fine. If you want to try your hand at overclocking, maybe take a look at the Arctic Cooling Freezer 64 or Zalman 9700

I doubt I'll overclock since this will be a huge upgrade already, a little bit more isn't necessary. The case doesn't come with fans so should I buy some cheap ones to put on the front and back?

The gpu is perfect for the lcd that size. You can max out most everything in games.

Yes, you need 2 case fans for that case for optimal cooling. This is not bad. Audible, but not loud. Moves a fair bit of air.
