Cheap and quiet cooling system? Advise plz.

I'm thinking of getting a barebones kit from tigerdirect. Here are the items I plan to purchase.

I have a dvd burner from an older PC that I'll use. So the only thing I think I need is someway to keep the PC cool. Do I get a bunch of fans or do I opt for some kind of heatsink device. I don't know what I'm doing. :( 

All I know is I want something that works, is cheap ($30 - $40 max), and is as quiet as possible. Where should I look? Thank you so much for your help!

I doubt I'll overclock since this will be a huge upgrade already, a little bit more isn't necessary. The case doesn't come with fans so should I buy some cheap ones to put on the front and back?
