There's no drivers for heatsinks and fans.

Did you get ahead of yourself and hit submit before finishing what you were trying to get across ?

Did you clean any old paste off the cpu before instaling the new HS&F ?

no I didn't clean the old paste on the cpu

If I were you, I'd get a tube of thermal paste, clean the old paste off and reinstall the HSF before trying to power up again.

would it cause problems if I don't clean it off

It's possible, too much thermal paste isn't a good thing.

use a lint-free cloth and dab a but of 100% rubbing alcohol on it, make sure nothing cuts you like the stock hsf, cause then you're in for a world of pain depending on how bad you cut yourself
