Gigabyte GA-P35-DS4 and Q9650 Doesnt Boot

I recently purchased a Gigabyte GA-P35-DS4 motherboard and a Q9650 Quad CPU, but I'm having some serious problems getting the new build to work.

Here's the problem: When I install the Q9650 and boot the system up, all fans work except form the cpu fasns and the leds light up permantly.I don't any beep and i don't see anything on my monitor.
When I install my older CPU (960 3.6 GHZ), the system works just fine. I can get into BIOS and even overclock with no problem.



Here's the other things I've tried:
- Using only 1 stick on RAM (tried all four slots and 4 different RAM chips)
- Upgraded BIOS to F14
- Cleared CMOS, loaded fail-safe defaults

4x1GB Supertalent DDR2 800Mhz Ram
ATI 2600 Graphics Card
Enermax Galaxy 850W Power Supply

Help! Any Ideas?
