Ctrl alt del does not work windows 7

adding the pc to our domain seems to have caused the ctrl-alt-del key combination at login to no longer work.
Other Windows 7 pc's on the domain work fine with the ctrl-alt-del key combo.
it's not the keyboard and I can use the onscreen keyboard option to mouse click on the keys to bring up the login screen

also when the screen saver turns on the ctrl-alt-del also fails to work.

have run several fix trys.....boot and f8 into repair computer...found no errors
f8 into command screen and ran sfc /scannow and found no integrity violations.
ran the win7 boot memory tester and it came back with no errors.

This seems a strange occurance but Google it and you see lots of problems!

Short of wiping and reinstalling, which I don't have the time to do, any suggestions.

I have tested the keyboard on another computer and it works fine.

Is the BIOS set for USB legacy support?
