Hey I want to mod my case (Thermaltake Spedo Advanced Package) by adding a second 140mm to the front panel.

The problem is most fans are very quiet, but don't move much air others are extremely loud, but provide excellent cooling.

So I'm looking for a 140mm blue led fan that is quiet, but can provide me with a decent amount of airflow.

I prefer the led to not be extremely bright and the fan to be under 28 dBA.
