If you're on vista get 2GB more of ram and if its a prebuilt get a new powersupply and then after you do both of those things get a better video card like a 4670, 4830, 9800gt, gts 250, 4870, gtx 260, gtx 275, 4890, etc.

Ok, two important things. What power supply do you have (Make and wattage)? And what operating system do you have? 64 or 32bit?

You would get the most improvement from a new graphics card. An ATI 4830 would probably be the best value, but the store you linked does not sell ATI cards. Is there anywhere else you can buy from? I bet you could get better prices as well.

Because of his budget, he would not be able to upgrade the power supply as well, so it would have to be a graphics card upgrade regardless

A 700w psu would power any single gpu just fine.
I'd suggest a 4830 or a 4850, depending on which you can afford. 4870s are faster, but more expensive

Your 700W PSU will handle any card in your budget. I would get a Radeon 4830, it is quite a bit better than the 4670. If you can stretch your budget, you'd probably be a lot happier with a Radeon 4850 though.

can you provide a link for the power supply you have? A 4670 is not very power hungry, it does not even require a PCI-E connector.
