I've read a lot of reviews but when it comes to actually picking a 6gb set I still don't know what to do. Is there much difference between the two? Should I save the money and send it somewhere else? What if the price difference is 20-30?

The difference is about 25% in favor of the 7 latency over 9.
But also make sure the clock speed of the lower-latency memory is the same to begin with. The "true" speed of the memory is the clock speed divided by the latency. So if you have a stick of memory at 7 latency and 1333 MHz, a stick at 9 latency but 2000 MHz would still be faster.
But really it is not going to make a big difference between 1333 and 1600MHz, or CAS 7 or 9. Toms Hardware did a review compare the differences between speed and CAS timings: http://www.tomshardware.com/review [...] ,2325.html
