CAS 7 DDR3 1066 has nearly identical latency as CAS 9 DDR3 1333.
This means that it will be able to access data stored on it at the same speed.

The DDR3 1333 will still have a slight advantage with bandwidth, however.
This is useful when transferring large amounts of data in to RAM.

In practice, both will give you nearly identical performance.
Go with what ever kit is less expensive and has a better warranty.
