Can a GTX 260 C216 Superclocked 55nm be bottlenecked by...

an AMD Phenom X3 8450 @2.1 GHZ? I need to know this ASAP, as my card may be defective or it could be a problem caused by my PSU (Mexican brand, 600 watts, 36 amps on the +12V rail, PC components are so expensive here in Mexico that some local companies end up making them) or a bottleneck caused by my processor or my motherboard.
Please help me guys, I'm a bit desperate and I hate to see games like FarCry 2 run at 20-30 FPS or see that almost every game that I should max out with 60 FPS have 20+ FPS drops or to run horrible.

More about c216 superclocked 55nm bottlenecked
  1. What resolution you are playing at?
  2. Your processor should not bottleneck your gaphics card noticably. However some of the superclocked 260's recommend you have at least 38amps on the +12V rail which could be the reason.

Well, I have 36 amps, mine is the EVGA one and it says that 36 amps is enough.
