an AMD Phenom X3 8450 @2.1 GHZ? I need to know this ASAP, as my card may be defective or it could be a problem caused by my PSU (Mexican brand, 600 watts, 36 amps on the +12V rail, PC components are so expensive here in Mexico that some local companies end up making them) or a bottleneck caused by my processor or my motherboard.
Please help me guys, I'm a bit desperate and I hate to see games like FarCry 2 run at 20-30 FPS or see that almost every game that I should max out with 60 FPS have 20+ FPS drops or to run horrible.

Your processor should not bottleneck your gaphics card noticably. However some of the superclocked 260's recommend you have at least 38amps on the +12V rail which could be the reason.

Well, I have 36 amps, mine is the EVGA one and it says that 36 amps is enough.
