I use my ipaq for practice on my bass. The ipaq plays the mp3.
Is there any program wich can slow down the tempo of a song on the ipaq?
Sometimes it's easier to practice a bit slower.
Maybe I don't use the right words, I can find anything on the internet.

Are you looking for something that can change tempo without changing pitch?
If so, I doubt there is anything for the pocket pc that can do that for
mp3/wav type files. Your best bet would be to prepare slowed versions of the
songs using something like Audacity on your PC, then copy them to the PPC.
http://audacity.sourceforge.net

If you're just looking for basic speed control, betaplayer lets you select
speeds in steps from 10% to 200% (10,25,50,80,90,100,110,150,200). It's
primarily a video player, but plays mp3, wav and ogg audio files also.
http://betaplayer.corecodec.org/. Betaplayer and Audacity are free.

FYKI: there is a player which does tempo on realtime. unlike preparing
seperate files (tempo) on PC and then playing on PPC.

though it is commercial and not free.

audacity works good, it's even in a language I understand very good.

I don't mind to pay for it if it works on a pocket pc.
I only need to change tempo without changing pitch, it would be great on my
ppc.

iPlay goes faster (for book listening) while
maintaining pitch (i.e., constant pitch) for
mp3 and m4a. It does not go slower, though.
