You may have to use a working computer and create a Rescue Disk.

In order to solve your problem, we need a bit more information, by not being able to boot do you mean that the computer doesn't even begin to load Windows, or does it begin to load but then fails?

I would recommend getting a program such as MHDD to scan your hard drive for errors as soon as possible, since boot problems, especially on laptops, are very often related to a failing HDD.
