Do you need an OS included in that price? Is that after shipping? Do you include Mail in rebates in that price? Is this PC for gaming, general use, video editing...?

If you use integrated graphics then you can forget about playing games, its not going to happen...not to a satisfactory level anyways. You might be able to play 2+ year older games on low settings. On your budget the E8400 is kinda out of the question. The second-hand market might be a better option for you. If you want to use integrated graphics on an intel based build, then switch to this MB: http://www.newegg.com/Product/Product.aspx?Item=N82E16813131353 The only decent integrated graphics is going to be on an AMD based build, using the 780g or 790gx chipset, which you could use with a PII x3 720, which is quite comparable to the E8400 but cheaper.

No. I am not in usa. My choice is GA-G31M-ES2C, E8400 or E8500, Kingston 2 x 2GB 800MHz ram, 22x Sata Samsung DVD +/RW, WD 250GB HDD. What you think about this choice? If I buy Q6600 instead od E8400 then it will be right choice or not?

For just gaming, the E8400 is a better option than the Q6600 because most games do not use quad cores, having faster clocked dual will give better gaming experience.

As I have said before, with your budget and if you want to play games, the E8400 is out of reach. You should go with an E5200 and overclock it, then consider an Nvidia 9600 GT or HD 4670 GPU or better. If you overclock the E5200, it will perform like an E8400, your games won't know the difference. The Motherboard you are looking at is a good option.

Thanks. I am not very much worried about the budget I can expand it to $500. The only thing i insist is that C2D E8400 with a gud vga as u have recommended. The only reason because of which I want a E8400 is that it has 6Mb cache. I dont want special casing. Would u recommend any other vga in my budget?
