Dimension 4600 upgrade

Hey folks,
I have a Dimension 4600 (P4, 2.8Ghz, 1.5GB RAM, 40GB HD, 250 watt PS). It had a Radeon 9800 pro (128) that recently died. I pulled an old Riva TNT2 card from my spare computer, just to maintain basic function. I'm thinking that my attempt to play LOTRO with this card will be somewhat less than successful, so I'm looking at some different options.
One option I have is to purchase a used Radeon 9600 Pro for $30 (installed). The graphics card Hierarchy chart indicates that this is only one level below my 9800. Since I don't want to spend money on a PS upgrade, I'm also considering purchasing a HD2400 Pro (same level as 9800 Pro and sub-$50) or a HD 3650 (quite a jump in level, sub-$100, a bit risky with stock PS--although one poster said it runs fine on his identical system). My goal is to play LOTRO at medium settings for a year or so before I take advantage of affiliate employee purchase program with HP and buy a new system.
Any thoughts?

What type of power supply is in the system?
If you are looking to upgrade the PC in the near future then I would not bother shelling out on a new PSU and graphics card. Just buy the best you can safely run on your power supply and wait patiently until you are able to upgrade.

Its the 250 watt stock PS. I'm wondering what the highest/safest graphics card I can use, or if I just go with the used 9600 Pro.

I dont know of any decent cards that you can run on only 250W. I would recommend that you upgrade your PSU before you purchase a new card if you want any kind off performance!
