IMHO the best bet for you would be to check out Microsoft Portrait, from
Microsoft research. It does support live video on the ppc as a
messenger-type communication setup, but I do not suer if your camera will be
supported. I am asuming this camera is PPC friendly?
we also have Voip (H323 now and SIP coming soon) to pocketPC via .NET
