Which version of windows?
You are selecting shutdown and not restart? OK, had to ask. 
Go into your BIOS and double check your ACPI settings. http://en.wikipedia.org/wiki/ACPI
More likely is that either your windows power management settings ([control panel]->[power options] Advanced tab}are in conflict or you are encountering a problem during shutdown that triggers windows to automatically restart.

If all that fails, take a closer look at your PSU.
