How to reinstall msvcrt.dll library?

A usb webcam driver worked until now on a win xp pro sp3 system.
After reinstalling windows xp pro, the webcam driver wouldn't run, and after uninstalling the
driver this happens when the computer is turned on:
Error prompt saying: "Fixcamera.exe Entry not found. The procedure entry point _mbsnbcpy_s could not be
located in library Msvcrt.dll."

Now I have read that reinstalling the msvcrt library should solve the problem.
Is there a way to do that without using the windows recovery console boot procedure?

Does it matter what language the OS is?

Have you installed all the XP updates? Between the updates and reinstalling the webcam driver it should repair that DLL.
