4890 underclocking?

Hi i have an ati 4890 and i game at 1920X1080 and for some reason my card clocks its core at 240 while the memory is 996. Does anyone know why the core is so low? and when i try to change it to what its supposed to be my computer just freezes or restarts

The card underclocks itself whenever it is idle. When you do a graphics demanding task, the clocks return to normal. The 4890 is a very power demanding card, so when the core speed is lowered the power consumption drops. Sorry for getting a little off track there, but to answer your question, it is the driver, you didn't get a defective card.
 
As boudy says its fine, its meant to do that. As for why it freezes or restarts, you are basically trying to give the card a massive overclock while its in power saving mode and the power to run the clocks you are setting isnt available, so the card freezes or the PC reboots.
As said its all fine just set it to defaults and let the card get on with it.
