COMMAND TO RESTART VIA EITHERNET

Is there a RESTART command via eithernet that will restart a computer that has stopped responding to remote control but can still be pinged ??

You could try a tools like PsShutdown (http://technet.microsoft.com/en-us/sysinternals/bb897541.aspx). If that doesn't work and it's a standard PC, then you'll have to ask someone to reboot it.
