I'm going to crossfire two 4850 but most of the 2 slot PCI x16 boards are more expensive then the dual at x8 PCI slots is there a lot of performance difference between x16 and x8 and is there a difference between just x16 and x16 express?

Yeah I believe in AMDs case the 790FX chipset being the flagship was the only one (in the AMD range) that allowed the 16x 16x instead of the 8x 8x. I've linked to an article below which may help you.
