I was fixing up my sisters PC (cleaning out all the dust and doing a fresh OS install) and after I cleaned all the dust out and powered it up again, the GPU fan is screaming. I took it all apart and I can't find anything wrong with it. The card is a GeForce 5700LE 256MB.
What would you guys recommend? The mobo does not have integrated video so I need something. I don't know if I should buy a new heatsink fan assembly, or just get a new card all together? I can't really find any information on these cards, do they run hot? I'm assuming not, but would it be okay to run it without the fan?

You could attach a suitably sized case fan to the card and either disconnect or remove the original fan (crude but it works).
Or you could tell us the rest of the system specs so we can guide you to a replacement.
Since your motherboard is only AGP I recommend getting a card like ATi HD 3450 AGP. The fastest card for AGP is the 3850 and it might be bottlenecked by the CPU. Do you do any gaming by any chance?
Well, I figured I had nothing to lose, so I have it running without the fan for now. Seems to be running fine, but of course there is no temp sensor so I don't know the exact temp.
I touched the heatsink after it was running for awhile and it was barely warm. I guess I'll see how long it holds out like this. Hopefully it is not being used enough where it will overheat.
There is also a system fan sucking in cool air and blowing it right around the heatsink of the GPU so I guess that might be helping a little.
