Edit environment variables through GPO, etc

Hello,
I have a large group of users to whom i dont want give Local admin rights. But, as a part of their everyday activities, I should let them kill some processes, change the proxy settings in their IE tabs, set environment variables, etc. Windows 2003 Server & Clients are Windows XP. Is it possible to achieve this with GPO? Any help would be greatly appreciated. Thanks.
 
They can kill processes that are their own. If they need to kill another user's processes, they need to have local admin rights. To set variables, they can set their own user environment, to do system variables, they need admin rights. Proxy settings can be changed by any user.

You won't be able to change these settings on a piece by piece basis.
