I found out that the case is Thermaltake Kandalf... pretty old but...

 

still don't know what's the thing at the top bay of the case... looks like fan control or something.

It's a Thermaltake Kandalf (nice case btw). It looks very much like a fan controller, as cjl said. My guess would be it's been fitted with one of these:

I take it each of those blue circles is a dial?
