Am i able to run this graphics card with a 500PSU or will i need more? I heard that PSUs usually run at slightly lower watts then what the box tells you.

Yes.

The 9600 GSO is simply a rebranded 8800GS if I remember correctly. The 9600 GT will be a bit faster and is built around a newer core.
