Both cards rev up to 3d mode once game starts. 740mhz. After 30 seconds or so the second card drops down to 301mhz. In games like far cry 2 they both stay 3d performance. In games like half life 2 ,call of duty 4 , or killing floor it doesn't work.
Ive tried to fix it with evga precision, rivatuner, ntune, even bios mod/flashes. Some help please.

Sounds like a faulty second card.

It could be that the cooler on the second card is not seated properly so it's downclocking itself. It could also be that the card is defective. I'd RMA it if you can.
