Although signed on as ADMIN, a registry Tweak may be needed to enforce "Elevated Privileges". You might give this a try.

To resolve this behavior, follow these steps:
1.Click Start, click Run, type regedit, and then click OK.
2.Locate and then click the following registry subkey:
HKEY_Local_Machine/Software/Microsoft/Windows NT/CurrentVersion/Winlogon3.In the right pane, right-click AllocateCDRoms, and then click Modify.
4.In the Value data box, type 0 (zero), and then click OK.

Note The value 1 indicates that the restriction is enabled for CD-ROM installations for this user.
5.Close Registry Editor.
6.Reinstall
