HELP : Video Tearing and flickering

I just purchased a new MB, memory, and video card. They have all been working fine for about 2 weeks now. Today when I try play games the video is flickering tearing and looking horrible. I do not overclock anything. The video card is a Galaxy 9500GT 512MB DDR3 and yes I have the latest certified drivers from nvidia and have had them since I set this PC up. The processor is an Intel P4 3.4 MB is ASUS P5Q SE/R with 4 gig of ram Windows XP Pro SP 3. The GPU runs around 38 idle and 46 in games. The CPU is running 55C in games 43C idle

Sounds like a bad video card.
