Athlon II x2 250 voltage problem

I noticed the voltage on my cpu was 1.425 stock I thought that was a tad high so I went into BIOS and lowered it down to 1.350 after that change the computer shut down right away and now it will no longer boot.

I've tried to reset the CMOS with the jumper on the mobo and taking out the battery for 5-10mins and letting it sit and then putting it back in but no boot what so ever.

I don't wanna think I fried my cpu by lowering my voltage is this possible?

Little update I suppose I removed the CPU from the mobo and now I get more than just 1 light being on it has 6 LED's when the CPU is in I just get 1 light indicating Phase Active with it out I get 4 of them but I still got the 2 most important lights off which doesnt really help because it signifies CPU / Chipset error so I'm guessing its either the mobo or cpu thats bad but how do I tell which and why would lowering my voltage cause any of this .

Biostar TA785G3HD, ended up switching out the processor and now everything is back to normal board is fine along with all the other components.

Put the Athlon II in my brothers AM3 rig and same problem no boot no nothing.
