I have a desktop computer with Windows XP Professional Service Pack 3. But my computer doesn't turn off properly.
I didn't change any setting on BİOS or power options off Windows XP.
When I turn off computer by click Shutdown icon, only case leds and display properly turn off but all the rest continues to work.

Otherwise I want to add one detail about this problem.
This problem often perform at my computer. So not everytime... Approximately %70
And if the computer doesn't turn off properly, I turn of the computer by press power button. But I don't want it.
And I want to learn why it doesn't turn off properly.

I have been waiting comments. Thank you...

Check your motherboard manual. You might be putting the computer into standby or something like that. You can check in bios and in windows XP what it is set to do when the power button is pushed.

reformat and if that doesn't work, your bios is out of date

İf BİOS update process fails, I have a bigger problem than this problem.
