Sounds as though either the card is going bad or the drivers don't support the title properly.
Have you tried updating to Catalyst 9.3 or 9.4 and playing? I'd start there. I'd also monitor the card's temperature. You can use HWMonitor from CPUID.com to do so. If you get the same problems while using the new drivers, I'd contact the card maker and see what they have to say about it. If you notice the card's temperatures exceeding 80C while playing, that could be the issue right there. You can try speeding up the fan to cool it using RivaTuner or SpeedFan, but that may not be an actual solution. It could instead be much more like a patch or band-aid on a far deeper wound - a defective or failing video card, which may have a defective cooling solution installed upon it.
You may also consider making sure the card is dust-free by blowing it out with some canned air.
