More about need cooling decision
  1. First off a Frio(165mm) won't fit your case isn't wide enough.
And you''ll have to remove the side fan if you plan on using any notable tower cooler.
  2. so would it be a better idea to go with a liquid cooler? are there any good ones for aroudn the price of the coolermaster ($29) or the frio($57)?
  3. There isn't a watercooling solution under $130 for CPU only that can really be recommended.

For the cost of the H70, the Rasa vastly outperforms it for a small cost more.
  4. Pick up a 212+ and remove the side fan.
Side fans provide about 2-3C temp difference at best.
And introduce dust if not filtered.
A good cooler offers vastly better temp inprovements over stock.
