i am trying to decide between the Thermaltake Frio and the COOLER MASTER Hyper 212 Plus with 2 Rosewill RFA-120-BL 120mm fans.......what would the difference be in overclocking between these two and what would be the max i could overclock to with each one(and possibly an estimated temp for each)

First off a Frio(165mm) won't fit your case isn't wide enough.
And you''ll have to remove the side fan if you plan on using any notable tower cooler.

so would it be a better idea to go with a liquid cooler? are there any good ones for aroudn the price of the coolermaster ($29) or the frio($57)?

Pick up a 212+ and remove the side fan.
Side fans provide about 2-3C temp difference at best.
And introduce dust if not filtered.
A good cooler offers vastly better temp inprovements over stock.
