I just got my case which is a Cooler Master RC-690 and a 700W OCZ modxstream PSU. So should I install the PSU with the fan to the bottom toward the vent or with the fan up toward the mother board.

I don't have CM 690 but I have an Antec case that has similar design of PSU position. I installed the PSU upside down with fan sucking air from the mobo. I think that is the usual thing to do. You don't want to waste your PSU exhaust power just to suck air and dust from the floor.

Antec's not smart enough to put an intake vent underneath the PSU.

As long as the case isn't sitting right on the carpet and the vent is filtered, there's no reason not to feed the PSU nice cool air.

Hehe.. my bad. Didn't knew CM 690 has a hole at the bottom. :p

Anyway, you could still follow my advice and set the side as intake. (yeah i'm stubborn)
