P5E3 Premium No POST

My System will not POST

I have tried a number of things to resolve my issue, firstly I have cleared the COMS and changed my BIOS to the latest version, I also fitted a small speaker to hear the POST messages. I have tried a different graphics card in different slots, I have tried to start it without RAM and a number of different combinations.

I purchased a digital PSU tester all the voltages seem fine but I I'm getting an alarm on PG, my PSU is reading 990 ms,I think the range should be 100 ms to 500 ms, I'm not sure what this means or if it is critical.

Today I turned my PC on after it had been down all night and it POSTED and started up fine with no apparent issues, if I run the restart cycle it POSTS and restarts fine but if I shut it down and the try to restart from the front panel button it will not POST and does not start incidentally I have started it up by shorting the pins to eliminate a faulty start button.

Sorry for the rant, can any one help, is my PSU cream crackered
