Unable to load os on hard drive

Hello,i can see my hard drive but i can't load an os to it. it keeps giving an error message

i formated a 160 gig hard drive and it stated that it had bad sectors. only 60 gig is use able. when i partition the drive and try loading windows it tells me that it was unable to load
