And that is using a more powerful CPU than you have. You're system isn't especially power hungry.
Your Antec EA430 has more +12V power than many average 450W and lower quality 500W PSUs.

Yes...
The 9800GTX or GTS250 require a 450w psu with 24a on the 12v rails.
The earthwatts 430 has 30a on the 12v rails, which is more than enough. The 430watts is continuous, reaching closer to 500w at peak.
At a given price point, ATI and nvidia are comparable in performance. Don't sweat minor differences unless it is for one game you play exclusively.
I would stick with nvidia since you can just drop in a new card.
